I doubt they are just waiting for COM 7 to fill up, as that would make no odds to a broadcaster surely that they be on COM 7 or COM 8, or a mix of the two.”

Actually it does occasionally make a difference. My Humax HDR Fox T2 has two tuners so can tune to two muxes at once. But among those two muxes, I can record up to two channels and watch a third. As soon as I need three muxes, I can't have that combination of three channels. From that point of view, the main four HD channels all being on PSB3 has been a great step forwards.

The FRND rules just stop channels being treated differently wrt LCN allocations. If Sky or Freesat allocate an LCN the same as they would for any other channel, it's irrelevant who pays for it (or if it is a freebie).

Why isn't this showing in HD?

Same logic as letting a charity shop use a prime location in a high st at a very reduced rate rather than leave it empty.

Little birdy tells me that its 100% upscaled from playout, and even if they DID have some HD content, it would have to be downscaled and then upscaled because its using SD circuit!
One of the biggest wastes of capacity if i ever saw!

True, but they shouldn't be calling it Community Channel HD.

It probably still has better picture quality than the existing Community Channel SD simply because the SD channel has too low bit rate.

They're only doing it to differentiate it from the other Community slot. They can't both be called "Community".

according to http://www.terrestrialtv.co.uk/dtt.cgi?reg=UK.E.TYN.PON
those living in the North East of England should be receiving channel 108.

I don't

If your STB or IDTV is listed in the link below you probably won't get any com7 channels no matter where you are.

http://www.bbc.co.uk/faqs/loss_bbchd_channels

NB: The list does not include the Tesco Technika STBHDV2010 which is also affected.

But how can it be classed as 'Fair, reasonable and non discriminatory' by definition if everybody has to pay for carriage, yet one user gets it for free!

I suspect that, to work around the rules, they are charged for carriage in the normal way and then receive a grant equal to this amount back from Sky etc.

I disagree, even if their "HD" channel isn't the best quality, the space would only be wasted and it allows them to go 24 hours.
