I cannot see the connection between The Daleks and the fob watch, the analogy makes no sense. The Daleks were iconic form the outset, they were not a plot device, they were an adversary. We were introduced to the fob watch as a major aspect of the both stories, when we saw it again in Utopia it was more subtle and had a specific purpose. Any future use would have no impact, 'Oh a fob watch, so x or y is a Time Lord then', they would have to use it so fleetingly so its appearance wouldn't ruin any attempted cliffhanger. |

Potentially a lovely little story if the Doctor meets an earth woman with a fob watch and tries to work out (a) who she is (Romana or the Rani) and (b) whether to restore her, or let her continue living a happy simple human life.
