Because seasons vary from country to country and the whole point of daylight savings time is to provide the maximum number of daylight hours during the working day.

It's harmonised in the EU though, because the EU is an economic union that aims to reduce any barriers inhibiting inter-member trade, and having nearby countries change at different times is likely to make cross-border business more costly due to the few weeks a year that everything's just a bit off kilter.

It's mainly due to the difference in latitude. The US is furher south than the UK (with the exception of Alaska). Since all of the EU changes at the same time, they have to wait until the northern countries (UK, Scandinavia, etc.) have enough daylight to make the change.
