Has Phelan gone for good now or does he return to cause more distress for Owen etc?”
I read an interview in the Mirror the other week with the actor who played Phelan and he said that there are currently no plans for Phelan to comeback into the show but that he would like to play him again in the near future, so who knows, would personally expect him back before the end of the year.
Him killing Tina would make as much sense as the coke can she kicked on the cobbles being responsible
It would make more sense for Owen to track down Phelan with a Crowbar or something now that Anna has confessed, I can imagine he will be back but not for long

Are we not going to get a confrontation with Owen.. Arghh first Tina/Carla and now this. What's the point of these sls if we don't get to see them confronting each other.

Owens not really one for confrontations these days as well we know cills, he prefers throwing bin bags to the floor and having tantrums.

yes, I feel like its unfinished too, I was surprised when Phelan disappeared and thought he would be back in the following week or so to complete the story.
According to his last interview, when he said his part in it was over, he said Phelan was going abroad, but would continue to taunt Anna from there, with postcards etc.
