OP have you ever connected the phone to iTunes on your computer? That can sometimes prompt for 'Carrier Settings' to be loaded on the first sync. Another way is directly from the phone go to Settings > General > About, and it may prompt you download a carrier profile.”

Have tried Settings > General > About. I'll boot into Windows later and try the sync.
