EE/Google Play Store Help

Hopefully someone can explain/help.

I have a Galaxy S3 LTE on contract with EE updated to lateat firmware

When i want to buy an app i can purchase using charge to carrier (EE) but whenever i try to buy books/movies/music etc this option isn't there just redeem voucher, paypal or add credit/debit card

I've purchased plenty of apps this way and my account is in good standing (never ever been late paying/gone over limits) so yeah why can we only buy apps using charge to carrier?

I think its just the way google do it, but also id assume it would be on googles side for who they have agreements with
