The introduction and increased use of TrafficSense proves that congestion is an issue as does 3's own internal staff presentation materials which have been posted previously.
Tethering is very different from AYCE data as it allows users to make mobile data their primary home broadband and can be used with games consoles, smart TVs etc etc. Limiting tethering stops users consuming large amounts of data by streaming for example to large screen TVs. I'm sure data consumption by some very heavy users would be vastly reduced if the facility to watch streaming video was restricted to handset screens beyond a set monthly limit. If tethering was not significant the One Plan would have surely remained for new and upgrading contract handset customers.
