Not necessarily. I predict that Suarez will get away with it. Uruguay will argue that the video does not show Suarez biting, only contact. Where there is inconclusive intent, it can be called acci-dental (see that?) contact and he will get off. Shoulder to teeth rather than teeth to shoulder.
