I am expecting more countries to be added to Feel at Home......more of Europe maybe?

I really don't understand why you asked them about this.

It's a legal requirement for them to comply with the caps from July 1st, anything else would be a serious breach of the law.

I'm not aware of any UK network (including Three) not implementing the past 7 sets of capped roaming rates in Europe on time.

I am expecting more countries to be added to Feel at Home......more of Europe maybe?
I would assume that the addition of France on the day that the new caps come into effect is not a coincidence.

Yes they are the new maximum end user rates in Euros. You still need to add vat at 20% and convert to GBP although the numerical value of a £ amount with vat is almost the same as a € value ex vat so it's easy.

Because it is a legal requirement that all providers have to abide by. Pretty obvious that it will include three.

Three has to, and will, comply with the price capping. And some networks will be sending customers texts soon (if not already) to proudly announce a cut, as if they did it out of their own generosity. The EC site says operators are free to charge less, but obviously none of them will.

If customer services says anything else, they're likely getting confused between the roaming charge capping and their own Feel at Home service, or the person you're speaking to isn't aware of the EC rules and is just saying what the charges are now, unaware of the pending cut.
