s4 "not registered on network"

An s4 today when a new three sim inserted comes up with not registered on netwrok.

Phone is unlocked and works will all other sims and the three sim works in other phones.

googling produces some results for this and don't think it is just 3 it can happen with.

So before massive trawling for an answer/ factory reset etc, who can prove they are the mobile guru and help me out

It usually means the SIM isn't provisioned but if it works in other phones I'm not too sure. Have you called three? What happens if you manually select the network after a search?
