This thread shows the value of actually testing a networks signal yourself. I am amazed that people do not do this.
Anyway Three are starting to offer calls over wifi. There is a thread on here about it |

The network can't really know what your house is constructed with, it's possible the building is shielding much of the signal. If you signed up on the 12 month sim only, ring them up and ask for a Home Signal box. They work very well. |

Alternatively there's an app coming out in 6 weeks that allows you to make and receive mobile calls and texts via a wifi network if you have wifi at home.

Depends if the OP has a Blackberry or a Windows Phone as there is no mention of the app for these platforms. Best bet is the home signal box, they work pretty well, I have 2, a black one and a white one, the white one works better.
