I'm not sure Dalek Caan is the sort of character who would get his own trailer. Davros is almost certainly who we're supposed to assume it is. However, we have had "red herring" Davroses before with the Emperor's voice in the Parting of the Ways trailer and the Genesis Ark in the Doomsday trailer.
I think it's Davros & that it's some kind of 'origins' story ...ie man creates and and becomes dalek...you know for todays kids.

Americans tend to see a name spelt like that and pronounce it as if it were Mexican. It's probably part of their cultural sensitivity training.

The trailer isn't about who's speaking the words, it's about what the words are saying.
And I still don't think we're supposed to assume it's Davros, given that it just sounds like Nick Briggs doing his stock slightly-more-chatty Dalek voice (Caan/Time Controller/Dalek Prime-Minister/etc).
I think it's Davros AND Caan. After all, they were last seen in the same place. If people think it's one of them, it could just as easily be both of them.

Given the YouTube videos and forum threads such as this one, the BBC is doing a bad job of conveying that it's anyone other than Davros.
My immediate thought when I heard the trailer was Davros, and I wouldn't be surprised if he did show up next season, I would love it actually, especially if he was better written lol. And for such a historic villain he has had very little to do with NuWho.
I'd like Davros to return. I was disappointed he never got his shot at Eleven, so I'm hoping he shows up to face Twelve at some point.
There are also rumors about the Master coming back...
