For me its a close call between Kim Tate and Claire Devine but I would marginally edge towards the latter especially during her first stint in Hollyoaks
Went for Kim Tate. Tracy was great around the Karen McDonald years and somewhat up until she went to prison, but since her return there seems to be no layers to the character anymore. Don't really watch EastEnders, but Janine's always struck me as the most interesting character by far when I have seen it.
Janine is amazing, especially as we've watched her grow into the warped character that she is over the years but I voted for Kim Tate. I'm too young to remember her entire reign but I remember her latter years and she was on fire. Could it be said that she was the original British soap superbitch? Or was that Cindy Beale?

Yeah, had it been Kim she would've finished him off by trampling him with her horse then used her makeup mirror to make sure he was dead before fixing her lipstick
Claire Devine! She put Hollyoaks through hell! she messed with Max's medication he nearly died and she got Louise to have an abortion. AND she told the police Max was abused her and little Tom got taken away by social services
