Will Blue Ray Players/Recorders Always Play Normal DVD Disks?

When I was in Beijing in 2005, pirate computer software was being sold openly in computer shops. They didn't seem to be trying to disguise it in any way. I don't recall specifically seeing pirate videos/DVDs, but I guess they were equally as readily available if one looked in the right places.

Can anyone recommend a cheap Blue Ray player; at the moment I am more interested in the quality of its upscaling than anything else as whilst I have a lot an awful lot of DVDs I do not, at present, have any Blue rays.
