I think 10pm would be perfectly manageable. The Champion's League final started at 10.45pm after all and the Eurovision Song Contest 2009 started at 11pm. The priority in a Russian WC would surely be the TV audience in western Europe and not starting the games to suit the local audience. We saw in Brazil that there wasn't a single night time kick off during the knock out rounds and the final started at the unusual time of 4pm, meaning the European audience were the priority, not that of the host nation.
Russia will permanently revert back to "winter time" this October, which means that Moscow and St Petersburg will only be 2 hours ahead of BST (and 1 hour ahead of CEST) in the summer of 2018.

Of the proposed venues, only Yekaterinburg seems to be in another time zone (now GMT+6, i.e. GMT+5 from October 2014, which is 4 hours ahead of BST).
I could imagine a schedule like this:

Group stage MD 3: 16:00 / 19:45
Round of 16: 16:00 / 19:45

That means night time kick offs for certain then, The former Yugoslavia, Greece and Turkey are only two hours ahead of British time and have no problem staging Champions League matches at 19.45, so it looks like we'll have a pretty normal World Cup as far as viewers in western Europe as concerned.
Incidentally World Cup matches usually start on the hour (or sometimes half hour) so it's very like the night time match would be at 8pm UK time.

3pm will be too early. My guess is 6pm and 10pm. There will be more than two timezones though. Games will be in Yerkaterinburg for example which is GMT+6
It would make sense to see who plays who and adjust the KO time accordingly. If two European teams met, as will happen, a later KO would be appropiate, certainly for TV figures!

That place will obviously be used for afternoon kick offs western European time (even though it will be night time local time).
A 2 hour difference would be the same as Poland and the Ukraine, so we can probably expect similar kickoff times to 2012
