was it done by bb in something that did not then go anywhere obvious in that weeks story
was it a longer "arc" story that will come back
was it actually explained and i missed it?

Nothing of any note, just mischief by (probably) Biannca who wrote "I'm coming for you" on the mirror as a joke the week the newbies were nominating.

It was simply another excuse for Mark to pull his well-worn campy drama-queen act for the cameras again

It wasn't a twist, it wasn't part of a task, it wasn't a secret message from outside.

It was just (I think) Biannca playing silly buggers, and Mark 'overreacting' for the cameras.

That's all there is to it, it is a bit of nonsense that happened and has no significance whatsoever.

thinking about it, yes it was probably a crazy new twist, but with all the other even crazier twists in there the housemates didn't notice, whoever first noticed the lipstick is inelgiible to win the show (though this ineligibility can be taken away at BB's discretion of course)
