Some shows today are slower and gentler I think because there are so many channels today and distractions like computers, internet, games, youtube, TV programs for download, DVDs. This means TV viewing figures are down, so budgets are reduced, so programs are made more cheaply so its fewer sets, fewer locations, smaller cast, and longer running (padded) talkier storylines. (Almost like they know people wont watch every episode so stories are padded and recapped.)
Certainly Neighbours took a budget cut and it was moved to a digital channel in Australia back in 2010 due to low ratings. As part of those changes, it is a slower, 'smaller' show now.
It does have the equivalent of a U rating (G rating) - they are allowed to produce the show with PG content given its Australian channel and timeslot, but for whatever reason choose to continue to produce the program within G guidelines. I am not sure why. Obviously they can do gay storylines and show gay kissing with a G rating but violence and drugs need to be done quite carefully.
