Unfortunately this can be fixed. You can vote, delete the App then download the App and vote again as many times as you like.

But who would go to all that effort just to cheat?

I have the App and tbh with you, I very rarely look at it. It's only when I'm reminded on here that somethings going on with it, I have a look.

As for deleting it and downloading it again. I wouldn't have the time nor the notion to do that. It's a tad silly.

I'd laugh if Apple suspended people's accounts for possible "suspicious activity" as a result of them downloading an app over and over again, just for the sake of cheating in some third rate tv show. It's not like the viewers win a prize, so in the end, who cares?
