It's early days for Gotham. I think it's harsh to essentially write it off after just two episodes when most reviews I've read are favourable and highlight massive potential. It probably just needs time to find its feet. And alternatively to the above comments, one critic wrote:

Anyway, US ratings for Ep2 drop soon + UK timeslot likely to be revealed before 6. Busy couple of hours for Gotham related news.
