Indeed, there was so much mileage to explore with Peri coming to terms with the reveal about her true parents, especially with Cameron only just out of prison. Sam of course knew about JP's rape, and incidentally was back-up regarding knowing about Nico being Sienna's daughter. Sam may also have been able to prove Joe's innocence over Fraser's murder. So a waste to axe Sam now yet alone kill her off.

Not only is her departure premature, but her killing off unnecessary. They could have had Danny and Sam still move to NZ, Peri stay behind at least to come to terms with Leela being her true mum and Tegan stay behind out of concern for Peri at this emotionally confusing time.
In 1999 we had Lucy's parents arrange a move for Lucy, which she lost interest in at the last minute. At least then we had her parents leave without suddenly being killed off.
