Of course there are exceptions

Doesn't mean it's not true in general.
As for what stage the personality develops, clearly most of the personality is developed when we become social, at school.
Anyway, it's something I've noticed in my life. The most interesting people I've met, are generally not considered very good looking and the few very good looking people I've known have been narcissistic, entitled, spoilt and lazy, who expected me to put all the effort in.
I would add that being objectively good looking and believing you're better looking than you are amount to the same thing, and can be found in many BB housemates.
Winston, I would say, has probably had no shortage of female attention and guys who want to be his friend, because let's face it, who wants to go out on the pull with a complete munter tagging along with you (well, I guess that kinda could work from the sense of less competition!) but in general, both sexes want to associate with good looking people.
Sometimes the most obvious explanations or "lazy thinking" are true. Occam's razor and all that.
