The producers obviously didn't want to give away more than the prize fund, and they knew that any housemate chosen wouldn't stand much of a chance at being able to pick the housemates that chose to take the money. It was a sort of lottery. They obviously saw this as a perfect opportunity to create a negative atmosphere.
