Three upload vv slow

Is this a sign of congestion?

I have incredible download speeds or between 20 and 30Mbit but upload is no higher than 0.15Mbit

Sometimes the internet is simply unusable but once it does work it flies

What causes such an imbalance between up and download ?

are we talking about HSPA+ or PRE-4G(3.9G) (LTE)
