samsung LE40m86BD problem

I'm trying to diagnose a fault in my old TV.
It was affected by the famous samsung capacitor plague, and would take a long time to power on. Since the repairs, it powers on instantly.

After the power is turned on, (source set to DTV/freeview) the picture is garbage, accompanied by strange noises over the speakers.
If i power on to a high definition source, such as a bluray player or xbox 360, the TV immediately powers off.
If I power on while tuned to a blank channel (the defunct analogue tv tuner, or scart 1 or 2 inputs) and leave the TV alone to warm up for a few minutes, everything seems to work again, with the exception of some mild rippling in the freeviews on screen display(the actual freeview TV image seem OK)

Things I have tried:
Power supply has had new capacitors professionally installed, and the main board has a replacement eeprom.
The TV repair guy tested both boards on his test panel, everything worked fine.

He suggested my TCON board may be damaged, I purchased a replacement, the problem still persists.

I will try to make a video later today to illustrate the problem
