In my opinion, it was never covered properly. Billy promised Jase, Jay's dad he'd look after him but they made Phil muscle in. If written well, it would be great to watch.

To be honest they are kinda wasting Billy & Lola atm. None of them seem to have a purpose. Hell, Billy hardly even appears these days.
I thought they would have showcased how difficult it was to look after a child with down syndrome but they seem to be sort of skating over it.

Yeah because it seemed to be going down that route as we saw Honey return and then Billy just disappeared and the times we have seen him on screen, Janet hardly appears.

It was telling that jay was talking to abi saying that Phil was the only father figure he had since Jase died, no mention of Billy whatsoever.

Billy cared more for him, Phil was never really around for him and it should have been explored more. Jay and Billy used to be very close as well.
