Bib 1: Most definitely.
Bib 2/3: It was these comments that made me think that Shirley is the shooter too and the significance of Babe telling Shirley to hurt him back, ten times harder.
It's possible that Shirley threatens Phil or something with the gun but maybe someone tries to intervene and it fires accidentally thereby shooting an innocent bystander (most likely Denny). Though even in that instance someone would have to be held accountable and if a child got shot, those involved would be instantly hated.
I'm not sure how the aftermath would play out for the characters involved...
