Clara obviously
The rest of his former companions (at least from Rose upwards anyway)

The women in the shop

The phone on the outside is different to the one on the console. He linked them together for a bit (and Handles told him to put it back in Time of the Doctor), but he's usually pretty surprised when the one on the outside rings.

Apparently so! He's shocked when the outside one rings in The Empty Child, seems to be on a separate circuit, separate number.

It wasn't supposed to ring at all then as it had no connection and was just a prop since then he has wired it up.

Maybe that is only for emergencies he knows if that one rings the shit is about to hit the fan

Interesting point - perhaps.

Isn't Director Karabraxos (note - not Ms Delphox) the only person we KNOW he has given it to?

If so, note that he gave it to her AFTER she phoned him from her "death bed".

Maybe that's the trick with that phone - it's only for calls from his own future. If so, "The woman in the shop" is probably someone we - and he - have yet to meet.

Don't think we were ever specifically shown but I would guess that river would have it, she knows pretty much everything about the TARDIS

I agree, I thought it only has one (this is actually canon as well, as the number Martha used to call the interior in Journey's End is the same as the one used to call the outside in Day of the Doctor).

Basically, 11 was tinkering with the TARDIS, as he does, and managed to reroute the inside phone number onto the outside, which he keeps meaning to fix but always forgets he's not fixed it, hence his surprise when the outside rings (and also because very few people even have his number in the first place).

It definitely does.

When Clara calls the outside phone in The Bells of Saint John, he says, "That is not supposed to happen." He's referring specifically to the outside phone, not the inside one, people ring the inside one all the time. He's not surprised someone's got the TARDIS' number, he's surprised someone's got that TARDIS number.

The one on the outside is a different device - he patched the interior one through to it, but only temporarily: "Remind me I've got to patch the telephone back through the console unit. This is getting ridiculous." He's got two phones, one of them had a redirect for a bit. Not visually clear, but it's relatively consistent.

(And Martha has her own phone number! She gave the Doctor her old mobile phone, it's an 07 number. Which, again, he's presumably redirecting as it shows up in The Day of the Doctor.)

I've suggested that it's an "out of synch" phone - allowing someone to call him BEFORE he's given them that number - which he only does BECAUSE they called him. (The only person we KNOW he's given it to called him before he gave her the number and it's seeming likely that "The woman in the shop" falls into that category too).

That creates a causal loop - so that phone would be routed through a "paradox circuit" (we know there is one, it's been mentioned before). That would also offer a decent "justification" for making that phone be the outside one - taking paradoxical calls inside the Tardis would give her indigestion.

Unit has it, even has it's on ring tone on kate Stewarts phone during day of the doctor. Well he called her from it.

That was him making an outgoing call. Lots of switchboards have phone systems that route a single phone to multiple lines for outgoing or internal calls - so he can use either phone handset to call Kate and she'll get "a call from The Doctor" but if she calls him, the Tardis detects if there's a paradox involved and routes the call accordingly.

That should cover it.
