I think if you're going to use the Kindles separately then have them on different accounts. That way you don't have to worry about reading progress issues when reading the same book and other stuff. There is a time limited share facility that allows you to share books with friends linked to your account. So don't worry about having to buy a book that you both want to read twice.
You could have the Kindles on one account if your reading tastes are very different and you can always use bookmarks if you're worried that OH might start looking at the end of the novel that you've only just started. You can turn off the cloud based functions and use the Kindles as offline standalone devices and just go online to make purchases or update the OS or surf the net but you'll have problems if you want to use a Kindle app to read books on your smartphone or another tablet.
