what actually happens is that in market 3 areas (and possibly market2) the isp's get a rebate on their monthly fee's. Every isp except plusnet uses it to subsidise market 1 customers. So everyone pays the same, instead plusnet chose to sell for cheaper in market 2/3 areas and remove the subsidy from market 1. I dont know if that accounts for the full £7.50 tho.
