If you want to log onto the same account as your laptop and see the same files, then download the Google Drive app on your tablet and log in using the same Google account details you use when logging in from your laptop.

you don't even need the app though it is more convenient, you can transfer files using web browser.

I don't think you can directly connect. I may be wrong here but as I understand it a Google drive is basically a personal storage space on the Cloud (on a google server). You local google drive is simply a folder containing files that you can easily upload or download to cloud. If you have auto synochrisation on, file will automatically upload or download as appropriate.

So if, you have a folder on each machine which when you put files in, it will synchronise with Cloud (assuming you have auto sync active). So if you drag a file to one folder on PC says, it is uploaded to cloud, and then downloaded to tablet.

As another user says, you don't even need an app on either device to do this, you can use web app manually.

To be honest, using local device google drives is really a waste of storage space (on a PC that is probably not an issue, but on a tablet could easily become a big problem).
