Actually I do think he judges on the technique first of all - he may not mention it, but when judging the dance, you have to start somewhere, and that is the place to start..
With regards to the faffing, most of the time, the pro's have choreographed a 4 or 8 bar intro ( or whatever) to the music, so the dance is properly phrased. I have no problem with this at all.
Yes I agree they should stick rigidly to the rules, ie no lifts mean no lifts, but hey, this is Strictly...
