I liked Partners in Crime a lot!

I also quite liked Listen too... bit overrated, but it was good all the same.
Anyway, what do I consider the best episodes of all? Well not necessarily in favourite order but these are
The Parting of the Ways - still the best finale episode for me. Everything about it just worked... a dignified regeneration, the Daleks as a credible threat, interesting companions, healthy dose of death scenes, brilliant score, brilliant effects, didn't exhaust its story or surprises in the first part, minimised the cheesy gameshow references from the first part, and admittedly a bit of deux ex machina but it was satisfying! Aside from the cheesy 'think you need a Doctor' line it was well written and felt like the culmination of RTD's ideas for Doctor Who - not that what followed wasn't awesome, but I think most show runners will have had an imaginary series in their heads prior to getting the job and this was his imagination brought to screen. One of the best ever episodes.
Blink - definitely overrated, and it doesn't even make my Top 10 but it's still formidably good. A terrific idea that deals with time travel well, and is kind of timeless by having so few references to the series of which it is a part of.
Midnight - another one like Blink that is almost timeless, this one takes on the scares and puts them at the fore. It relies on stellar acting, and is superbly written with my one gripe being that there wasn't an alien aboard the bus.
A Christmas Carol - if Doctor Who ever had just one go at Christmas it'd be this. It had the Doctor best suited to the festive season, it had brilliant acting, music, visuals...absolutely stunningly directed. Again, it feels kind of timeless and it's ultimately a very bittersweet tale but it's so much fun along the way with Kazran and Abigail feeling like one-off companions... after the rather serious fifth series it was nice for travelling with the Doctor to feel like an extra special treat again!
The Doctor's Wife - a bit of a gimmicky idea, but it was pulled off thanks to Suranne Jones. The whole thing felt a very special, very one-off event kind of thing. But it's an interesting story, and one of the concepts that will be remembered for a long time in the history of the show.
