It might sound daft, but being on a Freeview light transmitter I would appreciate a service that broadcast the "missing" ITV channels, dave, 5*, 5 USA etc over broadband,

No reason they couldn't do it. There are some channels available that do it already on smart Freeview TV's. They are listed in the epg, but when you go to the channel number they are streamed over the net.

I sometimes watch Vintage TV this way and it works well.
