All the eliminated Pros come back (obv without their celeb partners) to stand in that area because they still apart of the show doing Pro dances.

Plus when celebs are eliminated each week, the area upstairs becomes more empty, so filling it with eliminated Pros helps fill in the spacing (between bodies) which prob looks better for TV (though that is just my guess).

As for where eliminated pros stand in that area, it's prob mainly just a coincidence as to where they end up standing and dependent on people's movements as the show is running with couples going to dance and then returning from dancing. No doubt it prob helps to be seen standing near the front if you have a personal dance tour to promote (post strictly) or calendar to sell. Again, just a guess.

Is standing upstairs a new thing for the eliminated pros? I know they've got to be there for their dances but I can't remember seeing them "upstairs" in previous years.

Last year they did it too, its to fill out that area as it would start looking more empty without them.

Last year they were. Not in the very early, early years though.

Whether they did it in 2012 (and recent years before that) I can't remember.
