Is this just Steven Moffat having a laugh, or does it point to some other old adversary being somehow involved?

There's a lot about the finale that we know nothing about. A lot of the episode was filmed on set rather than on location, and a lot of the Christmas Special seems to have been filmed on set too... so will there be a season finale cliffhanger leading to the Christmas Special featuring the inhabitants of the planet Skaro?

Or is it just a huge red herring?

It's hard to tell - I think it might be a huge red herring, seeing Skarosa might make us think they'll be Daleks involved in this as well.

Probably just the Master having a little joke.

Skarosa was supposedly the Cyberman in Dr Changs office but I doubt such a person ever actually existed.

if the Master/Cybermen are the true founders of 3W then the Master probably just made up the name Skarosa. I'm surprised he didn't use Dr Magister or something
