If the answer really is 'they can just to that' I'd want to know why no one has ever 'just done that before.

I do see a gender swap as an issue that needs explaining ,an issue I personally don't have with racial changes.

Actually johnnysaucepn's idea that they tend to stick to the gender they were born with 'because that's simply what they are used to' but could change if they really needed to' would probably be ok with me and explain both the Corsair and the fact that we've never seen a gender swap before.

Don't know if it was ever stated, but they seemed to treat him as a Time Lord still.

They probably didn't even think about it.

Romana tried on a blue skinned alien body and K'anpo Rimpoche and Cho Je (his next incarnation) certainly had different skin tones.

The Doctor never recognised Ainleys Master when he disguised himself which was probably down to him being in a Trakenite body and not a Time Lord one.

Either that or lazy 80's writing. I know which one I'd go with.

Saying that I can't remember Delgado ever fooling Pertwee with a disguise.
