Yes, I do think that if anyone is going to leave Three then it will be into the hands of EE.
I mean, come on, why would you consider Vodafone or O2 where decent data speeds are almost something of a surprise to the usual disappointment or the 'why the hell am I on GPRS or EDGE?' in the middle of a town.
Only EE offers a comparable 3G service, on account of MBNL, even if I still find 3G speeds usually behind Three, and a superior 4G service with higher speeds attainable in double speed areas - and that's even before faster speeds start coming online in 2015.
EE is generally more expensive, without things like Feel at Home, and there's no AYCE option at all - for any money. However, I think that as time goes on, EE is gradually reducing its charges and/or increasing data allowances. At some point, a lot more people will find a level that they're happy with, and Three will begin to have more of a battle on its hands.
Today I'd still say Three is way out ahead in terms of value, and 3G service (as I said, 3G data on EE can often be poor for whatever reason) but a lot can happen in the next 12-18 months. In the next two years or so, I'd also imagine both O2 and Vodafone will have, finally, caught up for the most part - having rolled out 4G that also means 3G (and 2G) will be brought up to spec.
I'd say that in the next two years there's everything to play for, including bidding for new spectrum as it becomes available, and users would be silly to remain loyal to any one network. I'll always be sticking to SIM only contracts to give myself the best savings, and never signing for longer than 12 months precisely because I want to have the upper hand!
