Thanks for the advice, but Tethering represents about 95% of my monthly data use, so yes its a quite important part of my decision in choosing a network.
In fact I wouldn't even bother owning a phone at all, if it wasn't for living in the middle of nowhere, where a vehicle breakdown or sudden fall of snow could leave you stranded.
Vodafone is extremely weak where I live and work, as is '3'. O2 has 4G in several local Towns, more 4G coverage than '3' in fact, however like Vodafone, its 3G is virtually non existent outside of Towns, fine on 2G for emergency use, but no good to use 10GB+ of data through.
I use around 10GB - 12GB of Data a month, well under 1GB of that is handset use. Currently i'm using an EE MBB sim for my Data use and PAYG Giff Gaff sim for Handset in case of emergencies and occasional use at lunchtimes to read the online papers, check hotmail etc.
It would be simpler to just have one sim in the phone to provide emergency phone use and tethering - it would also save me having to carry around the Mifi everywhere too, but sadly anything approaching 12GB of Data to use via tethering requires a major network and in the case of EE is seriously overpriced on SIMO when you compare what i'm paying for 15GB of Mifi data.
A EE SIMO Tariff with 15GB - 20GB of tetherable data, 10 mins of calls and 0 texts would suit me down to the Ground. Sadly, even with these new plans its still not catered for, at least not cheaply, and generally comes complete with hours of bundled free calls and thousands of texts, which I don't need and are a waste of money, i'd rather swap minutes and texts for Data, or a lower price.
The nearest I found, which was exactly what I needed was a MBB sim from ID Mobile, to this data sim, you can add minutes and texts on a tiered charge basis 100mins, 250mins etc a month as a bolt on. A great idea, but sadly Three doesn't work properly around here, even on 3G.
