The tethering thing is very convenient to Three but I don't believe it was being massively abused (and by abused I mean people who used it more than Three expected, because everyone was allowed to use as much as they wanted without needing to be accused of abuse).
TrafficSense could, and supposedly did, deal with a lot of the issues and it's notable that tethering hasn't been axed. Instead, tethering has increased to 12GB!
What's more, many legacy tariffs never had tethering. I think if data usage becomes an issue, the real target won't be tethering but AYCE plans.
That is the big that is perhaps unsustainable. It certainly is for roamers, hence the lower limits on Feel at Home and restricting services like Netflix.
