Please recommend cheap DVD player with mkv mp4

Plenty of small media players will do this.

You don't mention the origin of the mkv and mp4 files you want to play and nobody seems to have asked about this. These are not universal file formats and actually vary with the encoder. So not all playback devices will play every version, e.g. you might get a picture w/o sound, or vice versa, or nothing even if the box claims to play mkv and mp4 files. Best bet is probably a media player as just suggested, not a DVD or Bluray player.
