Someone who had watched The Apprentice presumably. If I was a retailer and the sales were real, I'd buy whatever they were offering me and only put it on sale once the episode had been broadcast. There are people who would pay a lot of money for something that had been on The Apprentice, even if it was rubbish.

The companies they use make mockups of games for other companies and when you look at what they made:

Stock (extremely basic) Board - tick
48 cards - tick
Stock packaging - tick

It's really not as complex as you might think. It can all be done in a single day that (with a good designer).

You make a good point, when I originally asked the question re this thread I genuinely didn't know whether it was possible to carry out these tasks in just a couple of days, but as others have pointed out a lot of the background work is done before the teams are sent to work on the task and the relevant companies are ready and waiting to go.

I remember one of those magazines they made in a previous series being sold on ebay after that episode aired. Can't remember exactly how much it went for- about thirty quid I think, not bad considering it was only about four pages long. I might have a screengrab in my photobucket actually...

I work in game development so this is my speciality. I really enjoyed how they had no chances at all of developing anything current or amazing.

In fact, Sugar has said some seriously disparaging remarks about the gaming industry, without knowing how many billions it's actually worth...
