Not strictly true.....
4k TV's that are HDMI1.4 and have no HVEC compatibility will be pretty much useless, much like the one the OP has linked too - those that have HDMI2.0, HDCP2.2 and HEVC compatibility will be able to receive 4k broadcasts via a 4k stb, Sky or example.
There are UHD phase 1 4k TV's available now, Panasonic have just released three new models.
What is unknown is if/when phase 2 will bring further improvements, and if it does what effect it will have on current TV's, I can't see them being totally useless, just that they won't be able to process and display the higher specification.
