There are no 4K broadcasts and when they start none of the 4K TVs currently on sale will be able to receive them.
So none of the current 4K sets are any good.

Just a cheap Chinese made set from the ones I've seen, which were small ones 'bodged' in a wooden casing - not at all impressive.

Not strictly true.....

4k TV's that are HDMI1.4 and have no HVEC compatibility will be pretty much useless, much like the one the OP has linked too - those that have HDMI2.0, HDCP2.2 and HEVC compatibility will be able to receive 4k broadcasts via a 4k stb, Sky or example.

There are UHD phase 1 4k TV's available now, Panasonic have just released three new models.

What is unknown is if/when phase 2 will bring further improvements, and if it does what effect it will have on current TV's, I can't see them being totally useless, just that they won't be able to process and display the higher specification.

Phase 2 will bring improvements if implemented properly as I believe the plan is to adopt the extended colour space and it's that not the resolution, that gives 4K / 8K it's lifelike wow.

The issue is whether or not the panel will be able to display all the extra colours from the extended colour space as it reaches way beyond current colour spaces.

There's a graph here, and the colour space is around 50% larger:

At 1st you notice the greens, but look carefully and there's huge expansion of blues as well and significant expansion of yellows, oranges and reds.
