Usually it's simply that the song has been recorded in that way - the 'problem' though is more likely that the others have been overly compressed, and deliberately recorded too loudly.

There are two factors that determine the loudness of the songs.

The peak level and the dynamic range of the recording. Dynamic range is the difference between the loudest and quietest bits of the recording.

It is not a simple case that a song recorded to a higher peak level will sound louder than one recorded to a lower level. The dynamic range plays a part too. If the lower level song has a very narrow dynamic range it can actually sound louder than a higher level song with a very wide dynamic range.

That is because to a certain extent it is the average level that determines how loud something appears to be. Narrowing the dynamic range increases the average level making the song appear louder even though the peak level has not changed.

Trouble is there is probably no easy automatic way to make all the songs appear to be equal in loudness. It's relatively easy to adjust the peak levels to be all the same but that may not completely solve the problem. The only real solution might be to go through all the songs one by one and adjust the levels individually so they all sound a similar volume.

There are features in some music library software for volume levelling. This is where the the program will adjust each track to avoid the big jumps in playback level from track to track. iTunes calls the feature Sound Check

Since you didn't say what software you are using for library management then this is about as much help as can be offered. Check the help menus in the programs you're using, or search online for "volume levelling" to find more info.
