When new who arrived we eventually learned that The Time Lords, Daleks and Gallifrey were in a time lock as a result of the Doctors actions during the time war. This was fundemental to th character development of the doctor.

In the master race the timelords break the timelock and attempt to bring gallifrey to earth.

Last year we saw the doc go back in time and with the help of himself, himself and the moment pushed gallifrey into a different universe. Unfortunatly this is something that he doesn't remember doing so still believes gallifrey is time locked.

So my question is if in 'reality' gallifrey is in a different universe how did it appear in the master race?

errr...um....I don't know.

The time war/gallifrey/skaro/the master/time lords and all that is a bit messy really

It wasn't locked in another Universe until after Timothy Dalton's whimsical plan to "ascend" failed and The Master blasted some sense in to him.

Ken Bones' General stated that the High Council failed and Gallifrey was still in the line of fire before The Doctor hid Gallifrey.
