Really... that's ambitious.. Ah just read the article so its part of a resort thing that another company is making, makes more sense now.
Does this show that the BBC and others have confidence that Doctor Who will still be going strong in 2020, and won't be cancelled anytime soon like doom-mongers will have us believe, I'd like to think so

Yes and no - that Doctor Who would be perhaps the centrepiece of the park does indeed suggest huge confidence in the show.
But the article also suggests that Merlin might be a big part of the park - and that's been cancelled for two years now. So even if Who was cancelled, I think that it's history and marketability wouldn't stop it still being a big part of this proposal.
