I don't think it's wrong between two consenting adults unless it leads to children with "imperfections" being born, which is impossible between two sisters.
What else would make it morally wrong?
Soaps cover this and far worse on a rotational basis much earlier in the television schedule so I don't know why some people are so shocked. I echo another user's comment; it wasn't shocking, it was just sad and desperate.

The only soap to do an incest storyline between siblings who fully knew the situation was Brookside, and this was over ten years ago and forgive me if I'm wrong, but the show was axed soon after
The only soap I can think of doing any sort of incest recently is Hollyoaks with Dodger and Sienna, but neither knew they were siblings so...
