I did read that and I intensely dislike the number of animals that are being put down, often perfectly healthy.
Something needs to be done about it-probably more responsible dog ownership-there are a lot of dogs that escape from gardens or who are simply dumped when people get fed up with them and left to roam then get picked up by dog wardens etc.
There needs to be more responsible dog ownership but also more no kill animal shelters. The Government should provide money for this as it is an animal welfare issue alongside shelters raising funds through fundraising.
I think the dog in this situation should at least be given a chance of finding a home- if need be if unwell and dying should make it clear want dog to go to a no kill shelter or ask a family member or friend if they can take on.
