You would have to know a great deal more about the operation of the dustcart and the circumstances for the situation in order to make an accurate judgement. The other people in the cab would have had to work out a way of stopping the vehicle in a matter of seconds, plus, they would have needed the presence of mind to act when they realised something was wrong with the driver. Not at all easy in an emergency situation. There may be a "Stop the Engine in an Emergency" switch in a dustcart, which could have been used in this situation, or there may not be. I'm not an expert on dustcarts!
I'm sure all the aspects of what may or may not have happened in the cab in the preceeding moments and during the accident itself will be thoroughly examined during the police investigation. Until then, it's probably wise not to speculate.
