The link that someone gave only states what AIs are supposed to be about.
The reality of AI is that they are mostly high for practically every programme within a series, only dipping for the odd episode.
It's understandable really, people who choose to watch a TV series are more likely to like that series and therefore rate it consistantly highly, apart from the odd experimental episode.
When there are so many channels/programmes why watch something you dislike? People now rarely stick with a programme they don't like whereas a few decades ago people actually did!
One-off dramas and films that people have not seen before can high a slightly lower AI, but rarely really low because you can just change channel before the hatred really sets in.
For the BBC, AI is a political tool. It has no real meaning and does not indicate anything much anymore.
