On a few occasions recently I have done a speedtest on EE with my iPhone 6 and got about 80 Mbits download. Can I really believe this ?

Yes.

You can theoretically get up to 300Mbps on EE.

Max you'll likely see is around 150Mbps. In fact some have already seen near enough

Thanks.

Is it any wonder then that networks are either capping or not allowing tethering

With an iPhone6, the OP wouldn't be able to get anything above 150Mbps.
300Mbps is only in London and only with a couple of Samsung handsets.
